Trailer Brake Controller - Blue wire...?

So last fall I bought a new boat on a nice trailer. All lights work but the brakes never have. Now that winters death grip has finally began to release I have started looking into this issue.

Long story short, all of the lights work on the trailer but no brakes. The dash display shows a trailer with a slash line through it when hooked up. When I put the tester on the vehicles plug at the back everything seems to work except for the brake pin at the 5 o'clock position. When on this pin the tester light just flickers lightly at random and does not seem to change with pressing the brakes or using the manual slider on the brake controller.

I began to question if the controller was bad so I did some research and everything seems to say "check the BLUE wire coming out of the controller." I have since removed the controller and all I find are two square plugs that fit into the OEM controller, but there is no blue wire! Does anyone happen to have a wiring diagram for the two plugs here?? Id like to put the tester on these but don't know whats what.

Check the F11 fuse, it's a 30 amp J Case fuse, that powers the brake lever. The fact the no trailer symbol is popping up on the dash, I would suspect there may be a problem with the trailer brakes if the fuse is good.

Dumb question but they make boat trailers with electric brakes? The drag surface for the magnet would get rusty even in fresh water.
