I just put new tires and rims on my 1500 and have noticed on highway driving that i'm getting a fair amount of spray on the body. This was obviously expected as i don't have any flares or flaps on my truck. However I'm about a week from pick my boat up from storage off a gravel road and now i'm pretty concerned. What is the best way to protect my boat, would the mopar flaps flare out enough? I really don't want to go and purchase a "hula skirt!"

0 Offset on the rims, so i have about 1/4 inch of flare with the tires.

mud flaps help a lot but by the looks of my flares quite a few stones still get past the flaps so they won't stop everything. no idea how many actually get past the flares tho

I'd do combination of both. Flares AND flaps. You can only do so much.
