I had the Vararam on my 2013 and put about 50K miles on it before trading my truck. Before I put it back on my "new" (2015) truck - should I get a new filter? If I can clean the old filter, what's the best way to clean it?

I think you can just clean it and keep using it unless you got about $90 to spend on a new filter. Matt at Moe's has a cleaning kit you can get to clean and oil the filter. You can use a K&N filter cleaning kit but the oil will turn the filter red. If you get a new filter I'll take your old one---LOL

I'd just pick up a K&N filter cleaning kit from your local auto parts store.

You need to clean it as part of regular maintenance anyway, so you may as well clean it now. Like @Pull Ya said, get the clear oil filter cleaning kit from Moe's unless you want the filter to be a different color. You can get oil in pretty much any basic color and K&N is always red. If you use a colored oil, it'll be stained that color. It'll fade and never wash out, so standard color mixing rules apply and you can end up with a nice shade of poo if you mix too much.
