I had a 2004 prior to my 2014. Its a trash bag hook. I never used it myself.

My personal favorite is using it to keep my 5 plate high stack of chinese food in the take out bag from tipping over on my floor.

Next best guess is trash bag hook.

Last but not least, the Mrs.’s purse holder, cause ‘your floor is dirty’...

I got brand new in the box both headlights and center bezel console for the heater controls and factory radio also taillights both sides if you need let me know. OH and blower motor for the heat and A/C with resistor. and a 8 foot x-tang bed cover 3 months old
