That may be true in some cases, but we'd have to know what type of contract this is.
Regardless, they are still taking a fee and paying for all of the overhead to manage the contract. It will be more than just the cost of the widget itself. If they don't build the maximum number, the total rollup cost will still be more than $77k per truck once G&A, non-production labor hrs, etc.. are factored in.
We do know, or at least should if we're having this conversation based on fact and not guesses and social media.
Initial solicitation, no alternates will be considered, first 3 years guaranteed fixed price. Contract runs 10 years but can be continued. Non-exclusive providers. Subcontract allows for price changes based on alterations requested (some vehicles have a trainer's seat, for example)
Type of Contract. The Postal Service plans to award an Indefinite Delivery Indefinite Quantity (IDIQ)
Contract with Fixed Unit Prices and an Economic Price Adjustment under this solicitation, and all
proposals must be submitted on this basis. The solicitation minimum quantity of NGDV production
vehicles is 50,000 and the solicitation maximum quantity is 165,000. The Postal Service reserves the
right to increase the minimum quantity of NGDV production vehicles based on the offerors’ pricing
received. In the event that the Postal Service elects to make multiple awards for NGDV production
vehicles, the Postal Service reserves the right to also negotiate a lower minimum quantity based on
the offerors’ pricing received
