What is this connector under steering wheel for?

Found this hanging and trying to track ABS light and brake light issue. never had this until i swapped to 05 ecm.. (Do i need to calibrate something? i cleared ABS codes with scan tool but light is still on). My cruise control is also acting wierd, i removed the switches and they send thru a signal when pressed). Also tested the ribbon inside the clock spring and all teminals have perfect continuity. Radio and vol buttons work perfectly.

After doing more digging I found another posted witha different issue but in his pic it appears this connector is not used? See beloow the yellow circle-

Most likely for the SKIM you don't have.
