What size spacer would equal a 3 inch lift

So I ordered a "true 3 inch" front and 1.5 rear leveling kit and when I got it installed it only raised my front end 2 1/8. the front is still an inch lower then the rear so I decided to not install the rear spacers. The spacer itself is 2 7/8" but it only gave me 2 1/8" lift. I feel like that isn't right? I know the lift ratio isn't 1 to 1. Out of all the research I've done, in order to achieve the lift height you want the spacer is usually smaller. Any info would be great. Thank you

I installed bilstein 5100 adjustables on mine set at 2.8" and it only raised mine 2-1/8" as well.
