Why do bed rail caps cover front stake pockets?

As the question asks, why do the bed rail caps cover the front stake pockets? :confused:

I think it's because most will never actually use them, so the covered up solution "looks" nicer. I cut mine out as well and added Bull Rings Front and Rear.

I plugged up the back open ones, keeps rain from getting under bedcover and keeps debris out
