The front bumper looks bent . Check the body panels to see if their numbers match. Also the rims and exhaust are an indicator that the guy could drive it hard. So check it closely and most importantly judge the current owner as harsh as you can. Its more important of who you are buying from than what in these cheaper purchases.

ask if the intake gasket has been change common problem every v8 and v6 will need it changed sooner or later

Im with most other comments. Bring it to a shop and pay the small inspection fee. Also, i always lowball so 2000 wouldnt be an unfair starting number. Worst they can do is say no.
