My '04 is loud at times, but these have a clutch fan which make the engine compartment loud at time.

If you try turning the rad fan by hand when the engine is off is it hard to turn of just kinda stiff? If it's hard I'd replace the fan clutch.

Yeah it's possible that your fan clutch is going bad and locking all the time. Sometimes you can feel a vibration from this also. Try spinning it by hand and see what it does.
