If I get a replacement PCM from the same year/engine does it absolutely have to be flashed to run properly?

Same year and engine but there may be differing configurations.

Ugh. I just want this to go away without any extra nonsense. Stupid NYS inspection will never pass with CE light on. Truck runs and drives magnificent, I could care less about a fried PCM if it is not affecting anything. I was hoping because the truck is so old that flashing wouldn't be critical and I could just plug and play to get it to pass inspection.

I forgot but it's the one that says the PCM is toast. I tried all the suggested trouble shooting stuff and nothing worked. Light still on, still throws code.
