2002 ram: passenger turn signal fast

Lamp out flashing and passenger turn signal and hazards flash fast only when headlights on. Everything works normal when headlights out.

Facts:
_nearest ground is attached to painted metal
-headlights and sockets 1 yr old
-something clicks fast under fuse box when passenger signal on. Clicks Nirmal for driver side.
-bulbs good

All grounds must be metal to metal for good contact. The rapid clicking is the flasher relay.

Why r my grounds connection to painted metal?
Does the 2002 have a flasher relay under fuse box?
Not a ground problem or relay problem.

Important detail. Only the front passenger indicator malfunctioning. Malfunctions as hazard light as well. One person had this problem and it was ground. The problem only arises when headlights r on.
