Assuming you are talking OEM brake controller and not aftermarket. It is pulse modulated, not a specific voltage. A good quality meter may catch some of the pulses if you use a peak hold. Might see 6 or 7v if your lucky.
^^^ what he said the OEM controller is PWM output so it will only read correctly under load and probably require peak capture. I'm gonna say the voltage should get to full available supplied by the battery.
