can't hold rpm's between 10 & 20, why, is this normal

I first noticed this when warming up my truck in 3 degree weather; was trying to hold at 1500 rpm's . but now that it is warmer, same thing , my idle is 7 / 800 and if I try to hold just a little above, it runs up to 2000 which may not be a problem in ordinary situations, but in slick conditions, trying to start slow is nearly impossible . so the question is- is this just regular , do y'all have the same or should I throw money at my truck. , 03 2wd 1500 quadcab w 5.9l gas

3 degree weather in Georgia is cold and also in the Carolinas too.I can tell you what you don't do is race the engine to get it warmed up I seen a water pump shaft snap and go through the hood of a school bus.It didn't help the radiator also.I would also ask some of the people in the 2nd gen forum they have the old 5.9 I had a truck that had that same engine exlax the xwife got it so I can't tell you much now how it warms up.
