Fuel tank pressure sensor P0441

I just bought an Xtool D7 scanner. m not a car mechanic but a diy guy. Anyway that code p0441 keeps popping up. Last October it failed inspection because of this code. They changed the purge solenoid, didn't fix it. Now with this scanner I read fuel tank sensor reading 2500 pa which i calculate to 0.38 psi. How do I find out what the value should be? Truck runs good but continues to throw this code. Passed the leak test on the scanner, but fails the purge valve solenoid tests and emis tests. Whaddya think?
