I just bought a 2019 1500 Classic and it appears that the previous owner put air lifters/bags on it. (See pics) I'm looking at putting the Belltech 2/4 lowering kit on it but I wanted to know if there would be any issues since my truck already has lifters/bags on it?

Only way to find out is try it. If you have clearance issues with the bags , like them bottoming out, then remove them,if not leave them in place

My issue with that is that the stock bump stop cups have been cut off to accommodate the lifters/bags. So if the lowering kit doesn't work with the bags in place I'm kind of screwed since I don't have the bump stop cups to re-weld in place, nor do I trust my welding abilities. Was hoping someone here has done a similar lowering job and what their results were.

You can buy bump stops that screw into the hole above the stock bumpstops. Its a fairly common mod if you go lower then 4" and cut the stock cups off.
