Wipers are wonky

So when I try to use wipers, they A) don't park properly B) don't really follow set control (mist just wipes forever, doesn't park properly, etc)

Is this a switch/stalk issue, or a motor issue, normally? Just trying to figure out where to start..

I started with the switch and ended up replacing the motor. I did the whole assembly,transmission and motor. I put a new clockspring in too while I was doing the switch.
