This is after they replaced my lifters and cam at 11k miles. Is this a normal Hemi tick or something else ?

Every once and awhile like after an oil change it would. That doesn’t mean your lifters are bad just that there isn’t oil up there when you crack. Bad filter or low oil can do that I think

Even after my complete lifter replacement there is still a slight tick (sounds like one lifter is louder than the others) I’m really interested to try redline for that moly content but I also don’t want to quiet a problem that will develop into a failure.
