no single lights

No Single Lights, Horn, Steering wheel controls, back up lines on back up camera, and wipers stuck in on mode on one speed and will not turn off?
Can this be a problem with the clock spring? I tried a new cluster, MFS, and checked all fuses and all still gave me the same issues. Truck model : 2014 Ram Sport 5.7L
