Update: They are replacing the Bumper with a new one instead of fixing the existing one. I am happy with the outcome.

Ultimately good, honest, communication with the dealer service or part's dept (sometimes ya have to ratchet it up a couple notches to management), is the best approach. Or Ramcares when all else fails.
