Advice needed...Rear fenders rust repair

I'm new to this forum- new to forums in general- looking for advice on how to address rust bubbles just above rear wheels on BOTH sides! They've started to rust through, not just bubble. Unfortunately it didn't appear within the 5 years to be under warranty. (2011 Sport) I'm leaning toward getting the OEM fender flares, painted to match the truck (deep green), to give it a Laramie kinda look. But how / can I keep rust from getting worse under the fender flares? And does $1500 sound like a good price from a body shop to do all this, including replacing the rear bumper? (Which is rusting around the backup sensors) $1500 includes price of 4 fender flares, new rear bumper, all labor. How much more would new sides cost? The guy told me about $3k but I didn't know if he meant per side, or total. $1500 is about my budget limit, less would be better but ultimately I'd like it done well. Thanks for any and all thoughts!

Since there is a very good chance that the rust you're seeing is from the inside out, unless you resolve that issue putting flares on over the top will just make it worse.

I had the same issue with my 2014 RAM. Luckily it was on the last of the warranty so the dealer fixed it. Buy they replaced the entire rear fender panel. Box off repair. Also had hood replaced for corrosion problems. Sold truck after that.
