All exhaust pushrods fall in? Can't see the lifters?

Okay so I'm either overthinking this or I have a big problem. Heads were sent out, resurfaced, new springs, etc...
I put new lifters in. The intake push rods seem to push in ok but the exhaust valves fall all the way in if I let them. I used a camera to look down the hole and don't even see the top of the lifters. And it's both sides only the exhaust valves.

Any ideas? Im Thinking I need to remove the heads again and see what happened.

I will yank off a head tomorrow. Can I reuse that head gasket or should I just be smart and spend the few measly dollars for new? ... I think I just answered my question

are you sure you didn't mix your pushrods up? Exhaust are the longer pushrods.

Well this is past embarrassing and I'm glad I didn't un-torque the heads yet. I was staring down the oil ports, not the push rod ports. Being awake since 2am is playing with my common sense. As soon as I rested the rocker arm on it I realized it

Haha good catch. Much better than pulling the head and realizing it :)
