Having never worked on suspension I got a quote from a local discount tire to install a new Bilstein 5100's. It came back, including shocks $453.00 OTD. If the cost of the shocks run near $100.00, $350.00 for labor sure seems high, or maybe just to me never having done this.

Is the quote high or in the ball park?

I only want to level the front end.

Never mind. Did some searching and found out that price is in the ball park. Higher than some less than others. I can live with that.

Honestly, unless money is no object and/or you don't have the time or tools, you should seriously consider doing it yourself. I just swapped my struts out last weekend, it was a lot easier than I thought it would be. I only have 30k miles on my 13' so none of the bolts were rusted and they all came out easily, there were no "surprises" like I almost always seem to run into, everything went in and out with no issues. The only tricky part you might run into is swapping the springs over to the new shocks but you can always just take the strut assemblies to a tire shop to have that done fairly inexpensively. There's just something about the feeling you get after completing a 4-5 hour project on your vehicle, it's addicting.

FYI the Bilsteins are ~$100 each... so $200 totall leaving $250 for the install and alignment. Assuming they included the alignment which is worth around $100 or so then $150 for labor is not a bad deal at all.
