Hey. So I am not sure all of what you said. I have a voltmeter. But I do not know all of the terminology you have used and I am limited with my experience using a voltmeter. The sentence that begins "Measured the 12vdc." is not 100% clear to me. Sorry I am just not sure about all of what you have said.
The observation of seeing all lights or most lights working periodically suggests the possibility of a bad connection due to corrosion or damaged wiring/connections.
Are you able to disassemble one of the misbehaving lights to see if it's a sealed unit or if you can inspect the bulb socket and associated wiring?
I didn't see if these were identified as LED or incandescent. Start with establishing that detail.
Please attempt to disassemble and inspect.
A physical inspection doesn't require much more than being able to recognize oxidation or damaged wiring.
If the bulbs are halogen or not sealed, you have several functional examples to compare with.
