Hey. So I am not sure all of what you said. I have a voltmeter. But I do not know all of the terminology you have used and I am limited with my experience using a voltmeter. The sentence that begins "Measured the 12vdc." is not 100% clear to me. Sorry I am just not sure about all of what you have said.

The observation of seeing all lights or most lights working periodically suggests the possibility of a bad connection due to corrosion or damaged wiring/connections.

Are you able to disassemble one of the misbehaving lights to see if it's a sealed unit or if you can inspect the bulb socket and associated wiring?

I didn't see if these were identified as LED or incandescent. Start with establishing that detail.

Please attempt to disassemble and inspect.

A physical inspection doesn't require much more than being able to recognize oxidation or damaged wiring.

If the bulbs are halogen or not sealed, you have several functional examples to compare with.

Canbus on a LED bulb is basically a resistor that shows the same resistance as a regular bulb so bulb does not blink on and off !
If you have LEDs that are blinking like your is is usually the bulb going out !
I had that issue with my LEDs I added !
Also have you checked the fuse to be sure it is tightly plugged in ?
Sorry I do not explain things well
To change the bulbs go to You Tube and search, Many videos that will help !
And we all have to learn how things work so ask questions ! :)

There is also the problem of polarity on some older LEDs. The older ones used to be able to be plugged into some sockets that didn't account for polarity and the LED wouldn't work. Re-plug it in at 180 degrees and and they did work.

Most new LED's aren't polarity sensitive.

I ha e a 2010 2500. The can roof lights sometimes lght up only there. Most of the time. But sometimes its all fove that light up. They appear to be led but I have not opened them. Any tips? They also flicker a little at different times.

Please clarify if all lights are flickering or do some of them function correctly?

In the picture you posted, I see 3 of 5 lights appear on. Do these 3 lights flicker or not?

The 4th light from the passenger side looks to be off. Does this light ever work properly?

The 5th light from the right looks compromised. Does this light flicker or always appear to be less bright?
