Changing gears with engine off

I have 2017 Ram 1500 Big Horn 4WD with dial -type shifter as opposed to column shifter. Is there a way to shift into neutral w/o turning the engine on?

There's a manual release just behind a small panel above the parking brake release. Pull that small panel straight back, pull the handle behind it.
