Cluster not reading correctly

2010 Dodge Ram 5.7 Big Horn

Cluster is showing zero gas, periodically it will go back up. Cluster also has voltage at zero and it does not go back up.

Showing codes P0461 & P0463

Car was hit on the lower drivers side front and I also found a snipped wire under the steering wheel by your left leg. I'll upload some photos when I'm off work.

Anyone know a fix on this? I know the 2011+ have specific fixes but what about a 2010?

Snipped wire is nothing to worry about factory part-wise. The prior owner had something grounded there.
