Does the cylinder deactivation mode turn off in tow/haul mode?

Yes it does turn off in tow/haul mode.

No, but it is unlikely to engage if you are pulling any kind of weight.

On the 2019s, yes. It also turns off if you press the +/- gear selector on the steering wheel. If I want to turn it off I normally just get the gear selector to 8.
