Before I buy a used one I have a few questions. It says 0/1 licensed. No vins per the picture. The version is out of date a bit. It says 1r03a. Moat recent version is different. Does that just mean he hasn't updated it via the computer? Just trying not to buy a locked tuner or something that don't work right.
