I do believe they can go over the 20% +/- but not under, I do not think they is an easy way to not go over if they must be at a minimum of 20% so error on going over 20% an not under that could get them a big fine
Which is exactly what engine makers do NOT want!!!
It wasn't long ago Cummins would only accept B5, and begrudgedly accepted B10. Bio wears out engines faster from deposits, but has good lubricity.
Point is, I spike all diesel fuel with additive here, and only buy enough fuel for what I burn in a week. The best government corporate money can buy-off.
