Excessive whining noise from amp

You know what I'm talking about... that awful whining/excess noise that gets worse when you step on the gas. I've routed all the speakers wires as far away from the amp power/ground as I could. Is there any way or device that can eliminate or decrease this noise?

Try taking a piece of wire and touch the outer shield of the RCA to the chassis of the head unit and see if it goes away. If it does then solder the wire to the outer shield and use a ring terminal and screw it in the the chassis. Pioneers are bad about this.
