Express/Sport Bumper Plastic Piece

Hey guys, sorry if this has been posted already but I've looked and couldn't find anything....

I have a 2013 Express and I am looking to install a Westin Off Road Light Bar on it.

I looked at the plastic insert on the bumper and was wondering what the best way to remove it was, and also what the best/cleanest way to make the cut outs for the bar is?

Any pictures would be greatly appreciated.
