well long time ram owner have had 4 1500's over the years . Just picked up a 2016 2500 SLT diesel and everything is as expected except the steering. When turning if feels weird. when going straight its 100% normal but as soon as I do any kind of turn on the road it feels like vague dead spots like the tires are folding or something like that. *** is going on is this normal ?

I experience a bit of what you describe when turning while going slow.... like in a parking lot. Your description of "folding" is a great way to put it. At any normal driving speed out on the road everything is fine but I'll admit it does feel a bit weird at times. After 7+ years I guess I've just gotten used to it. The only way to really know if something is wrong is to get the front wheels off the ground and do some pushing/pulling, etc. of wheels and suspension components.

My 18 has a notchy feel to the steering when going through twists and turns on our Ozark Mt roads. I have found that spraying the universal joint on the steering wheel shaft with some **** helps quite a bit. Dealer has a steering gear box on order for it, but they are backordered, so no telling when that might ever show up.

What are you spraying on it? I ask because I am a retired design/product engineer from the manufacturer of those steering shafts.
Anything you spray can possibly get into the bearings and degrade the grease which is supposed to be a lifetime product.
And if you are doing that to "solve" a problem, change out that u-joint (with new attachment bolts), not the gear box. I'll "assume" it's the lower shaft that's cake to replace.

Two different parts. And unless they are worn out you are wasting your money.

Jack the front end up and turn the steering wheel to one side, then spin the wheels. See if they try and straighten themselves out or bind. Might be a worn axle u-joint.
Also check the track bar (goes from the frame to the passenger side of the axle and see if it is loose or has any play. Don't be afraid to put a big pry bar on it to check.

You also didn't mention if the truck is stock or lifted with bigger tires?
