Fog light assembly

I need to change the fog light assemblies on my dads 2012 ram. It looks like the whole bumper cover has to come off to do this. It is the painted bumper cover on his ram. Am I correct or am I not seeing something

I’m not sure if 2012 is the same as 2017, but on mine, there are 3 bolts on the backside that hold the assembly to the frame. Unbolt them and it pops right out

To get to the fog light assemblies on a 4th GEN with the painted bumper you do have to remove it. I have to do the same thing to replace my factory fog lights with Morimoto LEDs. Here's a couple of videos of people doing it. What will make it easier is removing the grill and headlight assemblies.
