is there anyway to just have the fogs on with out the head ?

You mean no other lights on besides the fogs? If so, you'd have to install a switch.
Or, if you want to run fogs and are OK doing it with marker lights on, use your headlight switch and select the parking light option. Then turn on the fogs.
