Fresh air temp.

I am trying to figure out why my fresh air coming into the cabin is always a lot warmer than the outside air. I can have it on with no ac and then open the window and you can feel the difference in temperature. Any Ideas one why?

Temperature blend door isn't closing all the way?
You'll get some bleed over just because the heating coil is hot.
