Front bumper cover loose. Normal?

So I was out yesterday washing and waxing the RAM. I noticed the top plastic/painted portion above the chrome bumper (the bumper part that is just below the grill and headlights) is loose. I could jiggle it around kinda flapping up and down... Is this normal? I checked my buddies 2016 RAM and same thing.
