I have a '99 Ram 1500 with the 5.2 and have been having issues with my heat. Both the inlet and outlet heater hoses are hot so the heater core isn't clogged and the heater core itself was replaced recently along with the thermostat. I replaced the plastic piece that connects the actuator to the blend door as that is prone to breaking on these trucks supposedly. Also the blower motor works as it should That leaves me to believe it might be electrical maybe? Any other ideas would be appreciated, thanks!

I would start with bleeding the coolant system again. Sounds like you have air in there.
