Haven't been following the story but it must be Over $$ like projected annual % wage increases over the next few years. Its a Gov't Run outfit so the employees can be legislated back to work or face a Jail term. Most Gov't (Civil servants) get at least cost of living increases annually for example 1.5 to 3 percent depending on the agreement reached.
