Hitch Bumper Step Pad Towing Rubber Plug

This is my first post. I have been following for several years and find it very interesting.
My question, I continue to lose the Hutch Bumper Step Pad Towing Rubber Plug, the plug covering the hitch bolt through the rear bumper. I have replaced it several times and the plug "flies" away! Short of gluing the plug down, has anyone else had this issue? If so any fixes? Not a really big deal, but it annoying to have to continually by a new plug. This is a stock bumper.
Any help/suggestions is/are greatly appreciated.

Glue it in place

you should not use use that hole anyway

safe towing would be with a Class 4 hitch receivers & they do not use that hole

The Class 3 hitch receiver would use that hole

My rubber plug in that hole is so tight I don't know how it would ever come out on it's own.
