Take an awl or nail and push the center in. If it’s the same as similar looking rivets I’ve dealt with in the past it should pop in a bit then you can pull the whole thing out with flat head or small pry tool. To reuse it push the center pin out all way, reinstall the rivet and push the center pin back in until flush. I will see if I can find a picture of how they work.
Or if they are real stubborn get a use some angled cutters (*****) to slide under the head of the river and cut it off. Or sharp chisel slide it under the head of the rivet carefully give it a tap to cut the head of it off and push the rest through the hole and out the back.
