Mileage shown on Instrument Cluster

I just had to replace my instrument cluster. I bought used from eBay. My mileage was 299,000. The new (used) instrument cluster now displayed 250,000. Is this normal? The mileage stays locked into the cluster, not a chip somewhere else in the vehicle? I assume this is the mileage of the vehicle that it came out of.

Mileage is recorded in the PCM as well as the cluster. The cluster will not automatically update.

Thanks for the response! Do you know if there’s a way to update the new cluster?

I'm not sure if AOBD will work for late 3rd gen but that might be an avenue.
