O2 sensor heater not getting power

other than a short or ground. What could cause my upstream o2 sensors heaters from getting power. There new and o2 sensor itself is not the problem, I’m just not getting any power to the heater.
I can’t find a fuse for the o2 is it hidden some where?

If the heater circuit from the PCM to the sensors are good, it’s likely a bad PCM.

Shouldn’t there be a fuse somewhere?
