P0299 Code

Hopefully someone else has experienced this. I have a 2019 Ram 2500 Cummins and when I first drive it in the morning it seems like it has a hard time building boost and will throw code P0299. Now I can drive it a couple of miles, clear the code and it will run great with no codes or issues but the next morning same thing. I also noticed that my exhaust brake is not working even when there is no code. I've done a ton of reading and I'm starting to think it may be the actuator but if it is in fact the actuator then why would it work fine once it warms up? Any insight would be greatly appreciated.

Do you run the truck at least 75% of the time with the EB on/engaged? If not then the veins could be sticking an once warmed up they may stop sticking
