P20B9 code on a 2019 Cummins

It’s been cold here - low teens and single digits for a while. It was -2*F this morning. Went to start the truck, got a check engine light. Checked the code, got P20B9 - Reductant Heater A Control Circuit/Open. Reset it and it came back on the next start.

What is this part, what can I expect for part and labor cost to get it fixed?

Anyone know if this will trigger limp mode at any time? So far nothing on the dash.
