Passenger headlight

So my Passenger headlight stopped working low beam and highbeam so I put a new bulb in and still no luck I check with test light I have 12v on both sides of low beam bulb thinking can’t be right you got to have a hot & ground I have 2 white & 1 black so I connected the black to ground the light came on but the wire would get hot I don’t understand any help will be appreciate.
