I have read that it is recommended to replace the cat and front oxygen sensor after having the plenum gasket fail from the oil burning.

I have bought a new oxygen sensor and I also got a summit cheapie 3" cat back exhaust. I live in an area that doesn't do emission testing or inspections for registration. Should I just have the cat cut off and the exhaust welded up?
Or is there a replacement cat that you guys could recommend?

You can do either. Minimum you need to make sure the cat isn't clogged and if it isn't replace the pre-cat O2.
