Possible PCM issue?

Hi everyone, let me start by saying electrical is not a strength,

my shop acquired a truck and have had nothing but issues with it. we have completely redone the fuel system, then we find out the transmission will not go into 1st gear (very low torque from a stop, no change when manually shifting from 1-2, but shifts from 2-D.) get the transmission rebuilt, and installed. Still same issue. attempt to connect Snap-on scanner and OBD2 is reading no communication.

I checked all the fuses, the can - and can+ to the PCM seem to be good wires. using a power probe, key on, i was getting a negative reading from the CAN+ and CAN-. while plugged into the PCM

few other things that make me think the PCM, (going off the printout)
the Tach is inop, while the camshaft position sensor in the front of the engine was replaced and spaced correctly. between .049 an .051
OBD2 (no communication)
Generator (gauge is not reading standard while engine running) (also new) (Batteries are new)
the wait to start light is inop, the water in fuel light I have not seen.
The trans temp shows up on the dash
Truck does not have AC or ABS (it's a specialized vehicle)
pink 30amp engine control fuse is good (tested with continuity)


what are some ways to pinpoint the issue, we really cannot afford to throw more money at this thing

Do you have 12volts at the obd11 port, you really need to connect a scanner up to read any MIL codes, try a old school scanner Snap-On may be difficult to connect.

I have 12.23 volts to pin 16 and good ground at pin 4 and 5. I have tried my cheap personal 20$ code reader and it connects, powers up, but nothing after that.
I don't think it's an OBD2 issue because everything works till I try and select a module ie: engine, transmission, that is when I get the no communication error

unplugged PCM (C) and did a continuity test on the DLC and the PCM Connector and it passed, (both transmit and receive)
