Rear seat problem

I have an 06 Ram 1500 quad cab with the 40/60 rear seat. Neither side of the seat will fold up. It only lifts a couple inches and that's it. Has anyone else had this issue and if so what did you find wrong?

The rear seat hinges are frozen. You need to spark penetrating oil and let it sit then work it back and forth to free it up. It’s more common that they get stuck in the closed position but I reckon they get stuck open also.

The seat does move a little, I would say about maybe one third of the way. But when it stops, it is sudden, like if you try to do it quick it stops with a solid thud. almost like it has a lock on it or something but I cant find any release, and the back of the seat doesn't fold down at all either. It has some sort of foldable deck I guess you could call it under the seat. The seat won't even lift enough to unfold it.

This sounds pretty similar to the problem I have with my passenger side rear seat but mine won't hardly even budge.

On my Quad Cab 1500 I had the problem, only with the passenger side seat, it would come up about six inches and stop. I found there was a little silver lever, that when lifted, would allow the seat to fully rise. The problem was even when sprayed with WD-40 it would latch, stopping the seat from rising all the way up. I discovered that when I raised the drivers side seat all the way up first, there was no problem raising the passenger side seat.
