I have a 2024 Ram Rebel 2500 with a 3" level kit and 37" tires. Issue i have is when driving it feels as if the truck is twisting when A: crossing center line, or B: when hitting small bumps. severe enough you can see it in the whole truck in the mirros. Question is would an adjustable track bar fix the issue? if so would you recommend a rough country or a Core track bar?

Is the rear stock height? Or is that lifted also? If it's lifted without an adjustable track bar for the front and rear. Your front axle is now off center to the left (drivers side) and your rear is off center to right passenger side.

Do not go with rough country. There's a reason they're cheap.

What exactly do you mean by "twisting"? What axis are we "twisting" on?

Core>>>>> RC. RC for lights only, won't touch their suspension stuff.
when driving and hitting bumps on road at 60mph+ you can feel the front twist opposite of the axels. hard to explain but she is all over the place. Had alighment checked and it was spot on

I am hoping the track bars will take care of it. I am looking at the CORE adjustable track bars. Rear was raised 1" to level teh truck out

What lift kit is on it? I only did a level and tried to skimp on the track bar but ended up needing it down the road, and that was only a 1-2" increase. If you have a 3" lift, you 100% should have had a new track bar added already. Is your front axle offset to the driver's side? I would suspect about a 3/4" difference between the two sides, look at the outside edge of your tire relative to the fender and it should be pretty apparent.

I would go with a Thuren or Carli track bar and would do one in front to recenter you front axle and a Thuren in the rear will minimize the "waggle" that you get from the stock rear end track bar not at the correct angle.
