2018 Big Horn 1500 with 3412 miles has rust starting to form on rear bumper leading edge ( near the rear tires ) Took to dealer and service consultant informed it was forming due to brake dust ,suggested WE get a clay bar and clean it .
Not happy with that corrective action on a new 50K truck.
Anybody know who/how to contact FCC about such a issue ?

Have you tried metal polish? It's probably just surface rust, and can be easily removed with metal polish. Then, seal it with you favorite wax, sealant, or coating.

I haven't polished it as truck was new from lot , ownership of 3 months now, 3k miles.
Seems like polishing just removes evidence of a problem as this does not occur on our 2014 2500.

My front bumper had a tiny surface rust spot after the long, harsh winter. It came off with just a hand wash. Just because the truck is new, that does't mean it's ever been waxed/sealed. Chrome needs to be cleaned/protected just like paint. Have you tried cleaning like the dealer asked? A WI winter is 10x worse than here (I lived there 4 years), and will wreak havoc on chrome. If it comes off with a small amount of effort, seal it, and keep an eye on it.

Is it on the chrome part? If it is take dish soap and aluminum foil. *** up the aluminum foil into a ball. Then Dip in soapy water and scrub away. The aluminum is soft enough not to scratch chrome plate on cars. This method will take the rust away quick.
